    Intrepid ghouls, ghosties, witches and dragons put on their best hats and joined the fun over the weekend as Moorcroft and Pine Haven celebrated All Hallows Eve; a day when the dead are thought to revisit their old haunts.   • Powder River Energy Foundation donates first scholarships in memory of Shayna Ritthaler

    In October, the Powder River Energy Foundation awarded two $1000 preschool tuition scholarships to students at preschools in Upton and Moorcroft. These are the first in what promises to be many preschool tuition assistance awards as part of the Shayna Ritthaler Memorial Scholarship program. Jeffrey Dale Workman was born on November 9, 1956, to Dale and Luella (Ames) Workman in Salt Lake City, Utah. He was the fifth of seven children to be born to Dale and Ella.     Muck removal began Monday for lagoon cell two and was completed by Wednesday. During this time, the process piping for the aeration equipment as well as the roof for the blower building was also almost completed.
