CALL TO

ORDER The regular meeting of the Board of Trustees of Crook County School District #1 was held in Moorcroft, WY, Monday, March 18, 2019, at the hour of 6:00 PM at the Moorcroft High School.

ROLL CALL The meeting opened with the following present: Chairman Brian Marchant; Trustees Rick Gill, Thayne Gray, Keith Haiar, Dena Mills, Ken Rathbun, Heith Waddell, and Chase Williams. Trustee absent – Marlene Edwards. Administrators present – Mark Broderson, Superintendent; Sandra L. Neiman, Director of Special Education; Linda Wolfskill, Hulett School Principal; Teresa Brown, Moorcroft K8 Principal; Brian Hartwig, Sundance Elementary Principal; and Jim O’Connor, Sundance Secondary Principal

APPROVAL of

MINUTES Motion was made by Trustee Mills and seconded by Trustee Williams to approve the minutes of the last regular meeting. Motion carried.

ADOPTION of

AGENDA Motion was made by Trustee Rathbun and seconded by Trustee Gray to adopt the agenda. Motion carried.

VISITORS Doug Donnell, Moorcroft parent, asked the board to consider implementing a mental health policy. He read examples of wording he feels the policy should contain.

FINANCIAL Motion was made by Trustee Gill and seconded by Trustee Mills to approve the financial reports. Motion carried.

BOCHES No report.

SPECIAL

PROGRAMS Sandra L. Neiman, Director of Special Education, spoke about the Jackalope Jump Special Olympics fundraiser last weekend; $7800 was raised! She thanked all participants and donors. Proceeds go to both the local and state Special Olympics Games organizations.

PRINCIPALS Principals spoke about preparation for WY-TOPP testing, which begins next month; the scheduling of interviews to fill positions for next school year; and spring extra-curricular activities and trips.

SUPERINTENDENT Mark Broderson, Superintendent, informed board members that:

o A Crook County business paying a fine to the Crook County treasurer’s office requested that the amount be ear tagged specifically for CTE education; it is difficult to identify a specific amount, however, because money from fines is combined and paid in one lump sum to CCSD#1.

o Is the board in favor of the district paying for meals for law enforcement personnel, next school year, when officers eat lunch in the buildings with students? Board members gave verbal consent.

o Sundance and Hulett transportation coordinators and bus drivers have been very pleased with the on-site bulk fuel tanks put in place last month; the on-site tanks have resulted in cost savings, greater convenience, and higher quality fuel.

o Andrea Wood, Moorcroft teacher & sponsor, invited board members to the Secret Squirrel Brigade teen room open house at the Moorcroft Community Center on Thursday night, March 21, from 6-8 PM.

o The make-up snow day for last Thursday will be Friday, April 12.

o Dawn Anderson, Moorcroft K8 art teacher, invited board members to view art work tonight which is displayed at the MK8; students are preparing for an art show.

o MHS has been accepted for participation in the PLC @ Work project sponsored by the WY Department of Education and the Statewide System of Support team.

o This year’s last in-service date is April 5.

o Next school year, four in-service days are scheduled with the Marzano Research Group, who is contracted by the WDE for guiding curriculum development.

o The water was cold at the Jackalope Jump! Mr. Broderson, Jim O’Connor, Teresa Brown, and Sandra Neiman were administrators who participated in the jump.

EXECUTIVE

SESSION Motion was made by Trustee Gray and seconded by Trustee Mills to go into executive session at 6:24 PM to discuss personnel issues. Motion carried.

REGULAR

SESSION Chairman Marchant called the meeting back into regular session at 7:07 PM.

CONSENT

AGENDA Chairman Marchant asked if any board member would like any item removed from the Consent Agenda.

Trustee Gray asked to remove Item D.

Motion was made by Trustee Gill and seconded by Trustee Haiar to approve the remaining items on the Consent Agenda (A, B, C, E, F, G)

To approve the bill listing and to issue warrants in payment thereof.

To appoint Pamela Garman as CCSD#1 representative to the School Risk Retention Program Board of Trustees for a three-year term to expire June 30, 2022.

To approve the spring, 2019, extra-duty contract resignation of:

1. Marti Wood – Hulett JH Track Coach

Motion carried.

Motion was made by Trustee Gray and seconded by Trustee Gill to approve the spring, 2019, extra-duty recommendations for:

1. Josh Willems – Hulett Golf Coach

2. Randi Faeth – Sundance Assistant Golf Coach

3. Anna Backen – Hulett JH Track Coach

4. Dusty Petz – Moorcroft HS Spring Golf Head Coach

5. Travis Santistevan – Moorcroft HS Spring Golf Assistant Coach

Trustee Gray asked if extra-duty openings are always advertised before there is a recommendation from the principal? The answer is no. Trustee Gray asked that, going forward, all extra-duty openings be advertised. Motion carried.

HIRING Chairman Marchant declared a conflict of interest, turned the meeting over to Vice-Chairman Gill, left the room, and abstained from discussion or vote. Trustee Williams also declared a conflict of interest, left the room, and abstained from discussion or vote.

As recommended by the superintendent, principals, and director of special education, motion was made by Trustee Rathbun and seconded by Trustee Gray to approve 2019-2020 certified hiring at:

Motion carried. Chairman Marchant returned to the meeting and resumed his duties. Trustee Williams also returned to the room.

INCENTIVE As recommended by the superintendent, motion was made by Trustee Williams and seconded by Trustee Rathbun to approve a $1,500 early resignation incentive for the following certified employees: Susan Kelsey Ludemann, Caitlyn Dowling, Kortney Lovett, Melody Jordan, Bryan Beaulieu, Kayla Caylor, and Beth Masten. These individuals will be paid on or before June 30, 2019. Motion carried.

BIDS As recommended by the superintendent and Tom Necklason, Facilities Director, motion was made by Trustee Gray and seconded by Trustee Haiar to approve the base bid - for the Sundance Central Office HVAC & Control Upgrade - from Powder River Heating & A/C Inc. of Gillette, WY, for $499,680. Motion carried. A copy of the bid results is attached and becomes a part of these minutes.

As recommended by the superintendent and Tom Necklason, Facilities Director, motion was made by Trustee Haiar and seconded by Trustee Gill to approve the base bid – for the Moorcroft High School Auditorium & Sound Lighting Upgrade – from Scott Brothers, Inc. of Gillette, WY, for $309,832. It was the single bid received for this project. Motion carried.

Discussion was held as to why there were not more companies bidding these projects; it is not known. The bid documents were advertised on the Wyoming School Facilities Department website. West Plains Engineering, Inc. engineers created the bids and reviewed those received. They recommended the above bids be accepted as good and justified bids.

RECOGNITION Crook County School Board members want to recognize the following for their performance or accomplishments.

o Congratulations to the Moorcroft HS Wrestling program for winning its 7th consecutive state team title!

o Kudos to Whitney Cundy, Sundance nurse, who passed the national board exam to become a Certified School Nurse!

o Kudos to Lauren Haiar, Sundance HS student, for winning her 3rd consecutive state Poetry Out Loud contest! Lauren will travel to Washington, DC, for the national competition.

o Congratulations to Coleen Letellier, Hulett School teacher and parent, who earned a WHSAA Good Sportsmanship award at the state basketball tournament for cheering for all student athletes!! She was nominated by the Sheridan #3 superintendent.
