PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) to revise the Fuel and Lost and Unaccounted For Gas Percentages (FL&U) in the Casper, Gillette and Torrington divisions. 

BHWG is a public utility as defined by Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On February 27, 2020, BHWG filed its Application to request:

Casper Division

(i) an increase in the Transmission FL&U percentage from 0.656% to 1.005%;

(ii) a decrease the Storage FL&U percentage from 3.339% to 2.897%;

(iii) a decrease in the Distribution FL&U percentage from 0.999% to 0.576%;

(iv) a decrease in the Gas Cost Adjustment FL&U percentage from 0.910% to (0.429)%;

(v) a decrease in the FL&U percentage applicable to the Choice Gas Program Supplier FL&U;

Gillette Division

(i) an increase in the Distribution FL&U percentage from 3.948% to 5.564%;

(ii) an increase in the Gas Cost Adjustment FL&U percentage from 2.619% to 5.663%;

(iii) an increase in the FL&U percentage applicable to the Choice Gas Program Supplier FL&U;

Torrington Division

(i) an increase in the Distribution FL&U percentage from 1.719% to 2.678%;

(ii) a decrease in the Gas Cost Adjustment FL&U percentage from 0.744% to 0.495%; and

(iii) an increase in the FL&U percentage applicable to the Choice Gas Program Supplier FL&U.

Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must do so in writing filed with the Commission on or before April 10, 2020.  Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.  Please be sure to mention Docket No. 30026-18-GA-20 (Record No. 15457) in all correspondence with the Commission.
