PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS AT THE COURTHOUSE IN SUNDANCE, CROOK COUNTY, WYOMING

9:00 o’clock a.m. Present were Chairman Fred M. Devish, Vice-Chairman Kelly B. Dennis, Member Bob Latham and County Clerk Melissa Jones.

The Pledge of Allegiance was recited to the Flag.

Kelly moved to remove Jeanne Whalen, Cindi Bauduin and Tina Wood and to add Bob Latham, Joan Bethea, Julie Crawford and Trish Habeck to the Court Security Committee. Bob seconded, all ayes, motion carried.

Bob moved to approve the bond for Randy Leinen as the Library Board Treasurer. After discussion, Kelly seconded, all ayes, motion carried.

Kelly moved to approve and for the chairman to sign a letter to the U.S. Forest Service and a MOU between the County of Crook and the U.S. Department of Agriculture, Forest Service Washington Office, Service-Wide. Bob seconded, all ayes, motion carried.

Bob moved to approve the following resolution:

RESOLUTION NO. 2024-19

FISCAL YEAR 2024 BUDGET RATIFICATION

WHEREAS Crook County adopted the Fiscal Year 2024 Budget in accordance with the Wyoming Uniform Fiscal Procedures Act; and

WHEREAS the Board of Crook County Commissioners while preparing the Fiscal Year 2024 budget, stated that the American Rescue Plan Act Funds be used for salaries; and

WHEREAS the Board of Crook County Commissioners wished to more specifically ratify the action taken by the Budget Officer to fulfill their request; and

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners in and for Crook County, Wyoming that the following American Rescue Plan Act Funds received as unanticipated revenue set forth in revenue line no. 212.00.38190.00 were committed within the Fiscal Year 2024 budget to the following eligible salary lines that are non-federally or state supplemented salaries totaling $441.505.01 to County General Funds for the following budgets:

• $3,973.55 to B1 Salaries

• $26,887.68 to B2 Salaries

• $24,812.60 to B3 Salaries

• $18,631.50 to B4 Salaries

• $131,539.35 to B5 Salaries

• $6,578.42 to B6 Salaries

• $1,589.42 to B9 Salaries

Kelly moved to approve the following resolution:

RESOLUTION NO. 2024-20

FISCAL YEAR 2024 BUDGET AMENDMENT

WHEREAS Crook County adopted the Fiscal Year 2024 Budget in accordance with the Wyoming Uniform Fiscal Procedures Act; and

WHEREAS the Board of Crook County Commissioners wishes to amend the adopted budget in accordance with the same Act; and

WHEREAS, no protests were received regarding such transfer.

NOW, THEREFORE, BE IT RESOLVED that the following budget amendments are made.

$10,000.00 to BT Money Grant – From Unanticipated Revenues

Bob moved to approve the following resolution:

RESOLUTION NO. 2024-21

Adopting the 2024 Wyoming Region 1 Hazard Mitigation Plan

Whereas, Crook County recognizes the threat that natural hazards pose to people and property within our community; and

Whereas, undertaking hazard mitigation actions will reduce the potential for harm to people and property from future hazard occurrences; and

Whereas, an adopted Hazard Mitigation Plan is required as a condition of future funding for mitigation projects under multiple FEMA pre- and post-disaster mitigation grant programs; and

Whereas, Crook County resides within the Planning Area, and fully participated in the mitigation planning process to prepare this Hazard Mitigation Plan; and

Now, therefore, be it resolved, that the Crook County Board of County Commissioners, hereby adopts the Wyoming Region 1 Hazard Mitigation Plan, as an official plan; and

Be it further resolved, the Crook County Board of County Commissioners will submit this Adoption Resolution to the Wyoming Office of Homeland Security and Federal Emergency Management Agency, Region VIII officials to enable the Plan’s final approval. Subsequent plan updates following the approval period for this plan will require separate adoption resolutions at or before the end of the next five year update cycle.

After discussion, Bob moved for the chairman to sign a Wyoming Cosmetic Damage to Roof Surfacing Caused by Windstorm or Hail Exclusion Acknowledgement. Kelly seconded, all ayes, motion carried.

After discussion, Kelly moved to approve an Agreement Concerning Abandoned Vehicles with Cy’s Repair Shop, LLC. Bob seconded, all ayes, motion carried.

Bob moved to approve a grant agreement between Wyoming Department of Health, Public Health Division and Crook County – Maternal and Child Health (MCH) for $115,400.00. Kelly seconded, all ayes, motion carried.

Kelly moved to approve and for the chairman to sign the 2025-2026 Community Prevention Grant Point of Contact Information Form. Bob seconded, all ayes, motion carried.

Bob moved to approve and ratify the Emergency Fire Suppression Account Funding Request signed by the chairman on June 13, 2024, and the Decision Documentation and Cost Share Agreement on the Creek Fire signed by the Board on June 14, 2024. Kelly seconded, after discussion, all ayes, motion carried.

The Board worked on the FY 2024-2025 budget. Also present were Tammy Jundt, Tim Lyons, Joe Baron, Morgan Ellsbury, Jeff Hodge, Julie Crawford, Larry Schommer, Charlie Harrison, Bonnie Stahla and Carol Stutzman.

Adjourned for lunch at 11:20 o’clock a.m.

The Board continued to work on the FY 2024-2025 budget. Also present were Tammy Jundt, Joe Baron, Morgan Ellsbury, Jeff Hodge, Julie Crawford, Larry Schommer, Bonnie Stahla and Carol Stutzman.

The meeting adjourned at 2:18 o’clock p.m. to meet in regular session on July 2 & 3, 2024 at 8:30 o’clock a.m., in the Commissioner’s Room at the Courthouse in Sundance, Wyoming.
