PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS AT THE COURTHOUSE IN SUNDANCE, CROOK COUNTY, WYOMING

THURSDAY, JULY 15, 2022

9:00 o’clock a.m. Present for the Final Budget Hearing were Chairman Kelly B. Dennis, Vice-Chairwoman Jeanne A. Whalen, Member Fred M. Devish (via conference call) and County Clerk Melissa Jones.

The Pledge of Allegiance was recited to the Flag.

Present for the Final Budget Hearing for Fiscal Year 2022-2023 were Bonnie Stahla, Director, County Library, Tammy Jundt, County Treasurer, Joe Baron, County Attorney, Theresa Curren, County Assessor, Tim Lyons, County Planning Administrator, Doug Leis, County Fire Warden, Morgan Ellsbury, County Road & Bridge Superintendent and Bob Latham. Discussion was held and no written or oral objections were received on the presented final budget. Jeanne moved to approve the following resolutions for the Crook County Fiscal Year 2022-2023 Final Budget:

APPROPRIATION RESOLUTION

“WHEREAS, on the 15th day of July 2022, Melissa Jones, the budget making authority, prepared and submitted to the Board a county budget for the 2022-2023 fiscal year ending June 30, 2023; and

WHEREAS, such a budget was duly entered at large upon the records of this Board and a copy thereof was made available for public inspection at the office of the County Clerk; and

WHEREAS, notice of a public hearing on such budget, together with the summary of said budget was published in the Sundance Times, a legal newspaper published and of general circulation in the county on the 7th day of July 2022; and

WHEREAS, a public hearing was held on such budget at the time and place specified in said notice, at which time all interested parties were given an opportunity to be heard; and

WHEREAS, following such public hearing certain alterations and revisions were made in such proposed budget, all of which more fully appear in the minutes of the Board;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners that the county budget, as so revised and altered, be adopted as the official county budget for the fiscal year ending June 30, 2023;

BE IT FURTHER RESOLVED, that the following appropriations be made for the 2022-2023 fiscal year ending June 30, 2023 and that the expenditures of each officer, department or spending agency be limited to the amount herein appropriated.

RESOLUTION TO PROVIDE INCOME NECESSARY TO FINANCE BUDGET

WHEREAS, on the 15th day of July, 2022 this Board adopted a County Budget for the 2022-2023 fiscal year ending June 30, 2023 calling for the following appropriations:

General Fund 17,284,902.00

Fair Fund 205,681.03

Library Fund 746,997.32

Weed and Pest 668,397.83

W & P Special Management 546,751.83

TOTAL 19,452,730.01

And WHEREAS, after deducting all other cash and estimated revenue, it is necessary that the following amounts be raised by general taxation, and in order to raise such sums of money, it is necessary that levies be made for the 2022-2023 fiscal year ending June 30, 2023 as shown opposite each fund:

Jeanne moved to have the Chairman sign two Contract Change Orders with Max Masters dba Geographic Innovations extending the term of the contract to June 30, 2023. Fred seconded, all ayes, motion carried.

Jeanne moved to have the Chairman sign a Memorandum of Understanding Among the Boards of County commissioners of the State of Wyoming Regarding the Congressional Tour Initiative. Fred seconded, all ayes, motion carried.

The meeting adjourned at 9:25 o’clock a.m. to meet in regular session on Monday, August 1 and Tuesday, August 2, 2022 at 8:30 o’clock a.m., in the Commissioner’s Room at the Courthouse in Sundance, Wyoming.
