Regular Meeting of the Council

October 25th, 2023

Town Council Present: Mayor Ben Glenn, Councilmembers Dale Petersen, Austin Smith, Bob Stewart and Heidi Humpal

Town Representatives Present: Clerk/Treasurer Cheryl Schneider, Police Chief Bill Bryant and HDR Engineer Heath Turbiville

Mayor Glenn called the meeting to order at 7:00 p.m. and the Pledge of Allegiance was said. Roll call was taken with Bob Stewart being excused.

Councilmember Petersen motioned to amend the agenda adding Ordinance 2-2023 and to add an executive session to discuss personnel and Councilmember Smith seconded. All ayes, motion carried.

Jordan Roberts, Moorcroft Volunteer Fire department member was present to discuss a quote he obtained from a grant writing service to assist with the next AFG grant. Discussion was had. Jordan invited those council that could attend to a virtual teams meeting to further discuss the option. He will reach out to the company to set up a date and time and forward the information to Cheryl to give to tem.

Councilmember Petersen motioned to approve consent agenda items 1-4 and Councilmember Smith seconded. All ayes, motion carried. Councilmember Petersen motion to approve consent agenda item 5 and Councilmember Humpal seconded. Councilmember Smith abstained due to conflict of interest. Councilmembers Petersen, Humpal and Mayor Glenn ayes, motion carried.

Clerk Schneider updated the council in her department and stated she had received notice of award for the Wyoming Energy Grant for window replacement and the agreement should be arriving within the next few weeks.

Chief Bryant updated the council in his department and stated he has received the contract for the Homeland Security Grant.

Brad and Lexi McKee reported the updates in the ambulance department. They continue to actively recruit and have had new members joining the service. They will look at hosting an informational meeting to further recruit for the department.

Heath Turbiville updated the council on the town’s projects. The Powder River Water application is on the recommend list at the state and Mayor Glenn will plan to attend.

Randy Blakeman, Moorcroft Interfaith Community, was present to further discuss the land sale located near the Moorcroft Town Center. Councilmember Petersen motioned for the Town of Moorcroft to move forward with the appraisal and advertisement for the sale of the land located by the Moorcroft Town Center legally described as Lot 3 and 4 of Block 3 of the 3rd Addition of the Town of Moorcroft to the Moorcroft Interfaith Community to purchase and Councilmember Humpal seconded. All ayes, motion carried.

Chief Bryant presented Ordinance 2-2023 to be read on 1st reading:

AN ORDINANCE AMENDING AND RESTATING IN ITS ENTIRETY TITLE 12, CHAPTER 1 (MOTOR VEHICLES AND TRAFFIC) OF THE CODE OF THE TOWN OF MOORCROFT, WYOMING

Councilmember Smith motioned to approve Ordinance 2-2023 on 1st reading and Councilmember Humpal seconded. All ayes, motion carried.

Discussion was had to hold a workshop to prepare a plan on moving the Town Hall offices to the Moorcroft Town Center. A workshop is scheduled for November 8th, 2023 at 6:00 pm prior to the regular scheduled council meeting.

Councilmember Petersen motioned to move into executive session at 8:13 pm to discuss personnel and Councilmember Smith seconded. All ayes, motion carried.

The regular meeting of the council reconvened at 8:30 pm. Mayor Glenn stated he received a letter of resignation from Clerk/Treasurer Cheryl Schneider, effective November 30, 2023. Councilmember Smith read a letter of resignation from Clerk/Treasurer Cheryl Schneider written to the council.

Councilmember Petersen motion to accept the resignation effective November 30th, 2023 with appreciation for all she has done and Councilmember Smith seconded. All ayes, motion carried. Councilmember Petersen motioned to advertise for the clerk/treasurer position and Councilmember Smith seconded. All ayes, motion carried. Clerk/Treasurer Schneider will put a notice together for the council to preview and to go into next week’s paper.

With no further business to discuss, Councilmember Smith motioned to adjourn at 8:31 p.m. and Councilmember Humpal seconded. All ayes motion carried.
